Experience of Care Homes in countries where Personal Budgets operate?

In UK personal Budgets will soon be commonplace; what will this mean for Quality of care and demand for places in care Home? Any overseas experience?

In the absence of any answers I have been asked to elaborate:The UK is introducing Personal Budgets for people who need care, and this will be used by them to choose their Care Home and service level or allow them to accept domicilary care in their own home. The system is said to be more cost effective than the current provision of care through either personal provision for those with the means to pay for it, or through support from the Local Authority who pay for full time care, or part time as appropriate, out of Council taxes and Government subventions. Is there anyone with experience of the personal budgets and how effective they are in meeting peoples needs?
