Just a few thoughts off the top of my head:
- business rates could be lowered or deferred for the first 12 months of trading
- have more parking facilities and/or improve transport links (I'm seeing an increasing number of industrial parks being built that are not on public transport routes)
- encourage a diverse high street (too many have the same types of shops)
- possibly pedestrianise some high streets
- make high streets more attractive, ie clean and with visible security guards
