Total Addressable Market (Definition: www.venturenavigator.co.uk/content/total_addressable_market) is always a very difficult term to define, as I'm sure you've worked out already!
Determining the size of a CITY's market is likely to be impossible to find directly. I would suggest find a figure for TAM for the US market and then divide the percentage of people in NYC versus population of USA.
TAM of USA Telecom Market:
