Vendor promises everything delivers nothing

I am in the process of trying to buy business premises, the vendor promises everything on the phone and when I speak to him directly but never carries through any of his commitments. Has always promised to contact his solcitor to forward draft contracts. Any advice on how I can finally conclude the transaction
